This contract is the first signed between
the State, represented by the Ecology ministry,
and the National agency for water and aquatic
environments (Onema), a public entity.
It is a founding document for such a recently
created agency.
The guidelines and the goals set in this
document for the 2009-2012 period confirm
and complete the in-depth work undertaken to
prepare the 2008-2010 work program of the
agency. They take into account all identified
components of the current context and public
policy, notably the commitments contained in
the Grenelle agreements for the environment
and the oceans, the resources invested to meet
those commitments, and the decisions made
concerning the general revision of public policies.
This contract manifests the major ambition of the
signing parties to see Onema reinforce its role as
the leading French technical organisation active
in restoring the good status of water and aquatic
environments.
