In continental France, 35 000 public water and sanitation services produce drinking water, supply inhabitants and treat wastewater. They report directly to each town or group of towns.

Since 2009, Onema has set up and managed the national observatory on public water and sanitation services, with support from State services and under the responsibility of the National water committee. The observatory provides internet access to public data on service organisation, management and performance levels. These data make it possible to determine the economic, technical, social and environmental performance levels of the services.

Confronted in the overseas territories with insufficient infrastructure for drinking water and sanitation, Onema ensures a degree of financial solidarity between river basins by providing funding to encourage the development of suitable, high-performance installations.
